Does LTR - 52246S writes 48X with P-cav?
Can other LIte-on drives write 48x with P-cav?

No it drops the RPM's and uses CAV.

Yes, both use CAV at 48x. I'm not sure if they have any plans to change it from CAV to P-CAV. IMO, I really doubt they would do that.
