Is my friend yanking my chain or what? He claims he can burn DVD's on his CD burner, is that possible?

He's either screwing with you or confused. He may have a program that can resample DVD video waaaay down (losing a ton of quality) to be a VideoCD of some sort, or he's absolutely pulling your leg.

He's not burning "true" DVDs on a CD burner.

He may be creating DivX copies of DVD's using his CD burner.

If so, the quality is obviously lower than DVD, but higher than VCD or SVCD. In fact, DivX discs are eminently watchable when played back through a TV. Since typical consumer TV's don't come close to matching the resolution capabilities of DVD, the resolution from a DivX copy is the next best thing to DVD for TV viewing.

He certainly isn't burning real DVDs. Due to the types of lasers used, this is impossible.
