Hi,
How can I use SDK to develop vc++ based application to copy files from hard disk to blank cd on windows 2000 operating system?

Download the SDK here:

Documentation and samples are included in the SDK download. Remember that if you distribute your application, only users that have a licensed copy of Nero already installed will be able to use it. You can't distribute Nero itself.

If you want completely free programs for redistibution, consider open source software such as mkisofs, cdrdao.
