I installed the new version of INCD and began seeing the following warning in my event log. My shutdowns were also slowed. I uninstalled and reverted back to version 4.1.0.0 and this behavior stopped. I did this to confirm INCD as the culprit. My system specs are also below.

We can reproduce the Userenv Event issue in our test labs, a bug entry have been created to track this issue till it is resolved. Thanks for reporting the problem.

Actually we have problem to solve this "warning in application event log" issue. We have systems where the issue does not reproduce when InCD is installed. And we have systems where the issue does reproduce although InCD is not on or de-installed from the system. We could neither not find remaining open registry key from InCD component at log-off or shutdown time, including on systems where the issue do occur when InCD is installed.

All I can tell you is that I never saw this error until I installed the InCD Version referenced in this thread. I have continued to see it in updates since then including the latest. There must be a reason.
