how to manually trim/optimize SSD in Windows 7 ?

Is there a way to optimize or run the trim function in Windows 7 x64 on an SSD, when the SSD manufacturer's utility software does not provide a way to run trim?

Not really. Most modern SSDs have garbage collection which will does basically the same thing when the drive is idle.
