can anything be done on CD-Rs with bad sectors after a long time kept?

Give them a try. Obviously, anything you can salvage should be burned to a new disc, hopefully of higher quality. :(

What were those discs that went bad, how long did it take them to go bad, and under what conditions did you store them? If I recall correctly, you live in the Philippines, which I imagine to be rather hot and humid. I wonder if that contributed to their early demise.
