VOB Conversions to MPG.

I buy a dvd and want to make a working copy vcd. I currently have a 1.4 Athlon, 768Mb Ram, 60Gb HDD running at 7200RPM. I copy the VOBs then make a project. I then use that project to make an MPG. It takes the computer about 2 hours to convert half a 2 hour dvd. I am thinking of getting a 36.7Gb SCSI HDD running at 10000RPM with a seek time of 4.5ms. Will this decrease the time it takes to convert the VOBs to MPG seeing as the data from the hard disk will be transfered to the cpu that much faster?

No, the bottleneck is the processor .
