How is the capacity of a CD determined?

Hi!

While I've used CD burners for about 5 years, there are still basic stuff I don't know about...

Is the 600MB nominal size in decimal or octal?

How is the CD capacity determined?

Are the leadin and leadout really the Table Of Content or File Allocation Table?

Is there a limit to the number of sessions a multi-session CD may contain?

I noticed in Nero that, for overburning, one needs to finalize a CD leading to my assumption that the additional burning space is what would have been used by the additional "File Allocation Table" a multisession would have used. Wouldn't that spare space be fairly constant in all write CDs?

I realize those are basic questions but what I think I know are often assumptions...
