liteon cd r rw LTR 52327S problems

I will try to make this short but sweet (or sour) if more info is needed I can supply it. I installed the above cd r rw the way my old cd r was installed. DVD Player on secondary IDE as master, new LTR 52327S on secondary IDE as Slave. (The instructions called for the LTR to be Master but since my system was set up for the cd player to be slave I set it up that way.) (The hard drive is on the Primary IDE as MAster)
It worked fine and I used the LTR to load the Nero Express soft ware, shortly after that I got Blue screen, black screens frozen screens.
If I tried to use my Computer I got a Blue Screen, If I tried to use the cdr rw I got a blue screen, and on and on. I would have to reboot each time to get the pc to work. I then changed the jumpers from ltr slave to dvd player master, and same thing, very unstable system. I changed the DVD player position from the top bay to the bottom, bay and put the LTR in the top bay, changed the IDE cable connectors on the two, no good.
I finally on the advice of a friend changed both dvd and cdr rw to Cable select. The Sytem is now very very stable works great can do everything and no problem, EXCEPT the secondary IDE show missing, drivers not loaded or not working when you look at it in Device manager you see a yellow ! and if you try to load new drivers it tells you that drivers are loaded. So I either can run my pc in a stable condition or place the dvd and cdr rw in the proper Jumper setting and cant use my pc.

Any suggestions

Which OS are you using?

Is your mobo set to auto detect drives?

I am using windows 98.
If you mean Disc dectictor yes it is enabled, but when you go to my Computer and open it up, it shows Floppy drive (A) and C drive and also F drive. But D drive (dvd player) and E drive ( new cd r rw) does not show.
You can open the drive doors on both and place a cd in them and when you close them the lights start blinking and you think they are about to work but nothing happens.
Another thing I notice, which might be revelent or not, I cant un-install either nero express or Easy CD creator Plantinuim. When I try it ask's for the CD so they may install??? I have used both ultra wincleaner utility suite and also the normal uninstaller, but neither one will allow me to uninstall???
I appreciate the help that you have offered, I hope you can help me solve this problem of my two drives.

Try ForceASPI,if that doesn't work then shutdown and disconnect all drives(except HDD),reboot and in Regedit->HKEY_LOCAL_MACHINE->Enum->SCSI,open folder and delete all contents(NOT THE FOLDER!).Shutdown,connect all drives and reboot.
Then go to Explorer->Program Files,delete Nero and Easy CD Creator.If you get a warning about deleting ignore it.Reboot.Run scandisk and defrag your HDD.Only install Nero because it might conflict with Easy CD.

I followed these instructions but to no avail. (Aspi said that OxEB-ASPI is properly installed but is unable to initialize, it is uncertian what caused the failure) If I connect using master and slave I get blue screen the minute I boot up. If I leave them unconnected I have a very stable system. If I even set the Jumpers on both dvd and cd r rw as cable select I still have a stable system but the secondary IDE shows missing, not working or drivers not installed.

Try reinstalling the IDE chipset drivers(eg.Intel,Via,SiS),if that doesn't work you will have to do a clean install of Win98.
