My plextor cd-rw is 24x 10x 40x. With the cd-rw cd burning speed being 10x. Will it beable to work fine with 12x + CD-RW CDs when burning but instead just burn at 10x ?

They should work OK- 12x CD-RW's don't exist officially. Most newer drives allow you to write to 10x (high speed) meida at 12x, so that may have led to a "rebranding". There are 4 genearations of CD-RW's, each involving a technology change so that older drives will not write to media from newer generations:
- "standard", 1-4x
- high speed, 4-10x (or 12x)
- ultraspeed, 16-24x
- ultraspeed +, 32x

What about media that is higher than 12x?

Like 16x to 24x media?

No- if your drive is rated at 10x, you can't use faster media.
