Error-testing software

Are there any cdr error testing programs available if you don't have a Plextor or Lite-on burner?

It really depends on the drive. You can try CD Speed if your drive is supported:

are the Transfer Rate tests in CD-DVD Speed helpful in giving an idea of burn quality?

To an extent yes... it's more a readability test. So if your burner is FREAKY good at reading poorly burned or damaged media, it might have a smooth graph, where other devices might stutter or fail to read the disc.
