From the very first page (the cover page) of the SDK document NeroAPI55914.pdf found in the NeroAPI\Doc directory of the SDK package, right underneath the title and in big, bold print:

From the NeroSDK_License.txt file found in the root directory of the SDK package:

This is followed by a list of requirements that you must follow in order to distribute your application, including, among others, that you advise your customers that each computer on which your application is used requires a licensed copy of Nero Burning ROM.
