If you want to encode a VCD, you need to buy the MPEG2 Plugin from Nero $16. Though I'm not sure if you need to encode it as an AVI first. I don't use VCDs.
If you want to watch the files from your hard drive, I don't know of a player that will play VOB files... think you have to use something like Vidomi to encode it as an AVI.
Someone correct me if I'm wrong.
I've found that DVD Decrypter is a bit slower, but it does a better job removing region codes.
