Problem with NVE 2 output quality at chapter marks

I thought I'd give Nero 6 and NVE 2 (v2.1.0.3) a whirl and compare it to Ulead's DVD MovieFactory 2 (all I really need is DVD authoring of chapters and menus).
I produced an MPEG2 source video from DV using SonicFoundry's Vegas 4.0. I then imported this file into an NVE project and added a few chapter points - some at scene breaks, some in the middle of a scene, just to see how it handled this.
I burned the DVD and slapped it into my home theater system. The menus looked great (I like the animated buttons). The chapter jumps work fine.
HOWEVER... I noticed that, starting 2-3 seconds before the end of a chapter, the video quality becomes kinda stuttery. The video quality diminishes, and it almost appears that the framerate decreases (though that's just subjective).
As soon as the player passes the chapter point, video quality returns to high quality.
Has anyone else seen this issue? If so, any idea of a workaround?
