The direct answer to the question as posed is no.
There is no way to convert any monophonic source to stereo.
That is stereo whereby the left and right signal streams are different.

Now let me answer a different question.
Can a mono signal be played from left and right channels whereby the sound from both is identical? Yes.

Get a Y splitter with RCA plugs on three ends.
Put the single end into the turntable or preamp outlet.
Connect the two parallel plugs to another Y connector
with the two parallel end being RCA jacks and the single
end having a 3.5mm stereo plug.
Put the 3.5mm into the LINE IN of your PC and use Nero SoundTrax
to record to hard drive in MPEG-1 format.

Now for fake stereo turn up the treble on the right channel and turn up the bass on the left.

10-4?

CowboySlim answer your question even better then you asked it, and explained how to do so. but you need a bit of hardware like he said (2 simple Y-cables).
