Nero Vision 4,9,0,18 NOT Smartencoding (always 0%)

I added a VOB file that in the previous version would be 100% Smartencoded but now is 0% on both audio and video
When I installed it I removed the previous version
Ran the clean tools and installed the latest version
Did I remove a setting somewhere that ENABLES smartencoding?
