Audio CD - tracks containing silence

When I burn an audio CD from MP3 files, some of the tracks just contain silence.
When I re-order the tracks, the problem moves with the MP3 file, so I assume it's something to do with the decoding of the file.
I have two DVD recorders, and it's the same in both, I have tried Nero versions 7.5.9.0 and 7.9.6.0 and it's the same with both.
However, Windows Media Player is able to happily create an audio CD using the same MP3 files. But WMP doesn't support CD Text which is why I want to use Nero.
Does anybody have any ideas what this problem might be?
