I've purchased a Lite-On 52x24x52x CDMRW I'm using InCD to format the RWs and MRWs. These CDRWs and MRWs are claimed to have the capacity of 700MB, but after they were formatted by InCD, I only get 540MB. Can you tell me why? Also, how can I work around this problem?

It isn't a problem, it is normal, and there is nothing to work around. Packet writing requires a fair amount of overhead, accounting for the bytes you see as missing.
