scanner advice needed

hi everyone

I want to give a gift to my friend,a scanner price range is 50-75 $.
choices are

canon Iide20

i remember 3-4 years ago cnet rated the perfection 660 highest and a editors choice.It was the benchmark for color accuracy,can it still compete with the new generation scanners.Pcworld had given Lide 30 a rating of OUTSTANDING against Epson 1660 .

but i thought that CIS scanners have less color depth then their CCD counterparts. I also need to know how much optical enlargment a 1200 dpi scanner can do to a passport size photo compare to a 600 dpi . I can compromise with dpi rating if the scanner has the best color and tone accuracy(in its class) .
