some recommendations for CPU cooling

OK my computer is starting to give me trouble - self reboots etc.
looks like i'll have to invest some money in it, improve the cooling, replace the lousy heatsink-fan unit i've got.
any recommendations?
yeah, i know Socket-A is old and most you guys with AMD systems have an Athlon 64 CPU, but still...
right now i'm thinking of the Thermalright SI-97.

read a few reviews, seems to be one of the better ones for Socket-A.

what's is the current king of CPU-Heatsink thermal compounds?
Arctic Silver 5 ?
Arctic Silver Ceramique ?
Arctic Silver Alumina ?
