time zone/Daylight Savings Time issue in WinXP

i was having this weird problem with my email - some of the incoming emails were marked with the wrong time - 1 hour too early (i'm not sure if this was true for all emails or only the ones coming in from abroad).

i figured out it was a problem with my clock, it was set to GMT+2 whereas it's actually GMT+3 because of DST.
i figured that the time was calculated from the GMT timestamp on the email + the diff set on window's clock.

since i couldn't find a setting for DST anywhere, i simply moved myself from Jerusalem (GMT+2) to Baghdad (GMT+3) :lol:

is there any way to fix this in a more reasonable manner?
doesn't winXP have some setting for DST in the built-in clock?

WEIRD!
i just went back to the clock/time settings and i do see a checkbox for "Automatically adjust for daylight saving changes".
so i switch back to Jerusalem time, and this checbox is gone!!! back to Baghdad, the checkbox is back!!!
OK, so according to MS anyways Iraq has DST and Israel does not!!!!
(i had thought that technologically, at least, we were superior, but i guess Bill Gates says otherwise... :o )

what's up with this?
any workaround?

Microsoft has a tool called (I think) "tzedit" that will allow you to define/redefine the DST rules or generate a new time zone. I think it works for XP too (I did use it once for reasons to abstruse to discuss here).

Incidentally, googling for "microsoft israel dst" brought up a link in Hebraic that sort of looks like it might help you: http://www.microsoft.com/israel/support/tips/DLSTIssues.asp

arrrrgghhh!! the reason there's no DST support for Jerusalem time is because in Israel the DST start and end data change every year, MS took it the easy way out.

anyways how do you get tzedit.exe? i thought i'd try to use it to fix things.

according to http://support.microsoft.com/default.as ... -US;158195 it's on an OEM Service Release 2 CD-ROM, whatever that is...
apparently it's not for download from MS site, at least i couldn't find it there...

I think I got mine from the NT resource kit. The W95 version is in the KernelToys package (it may workwith NT/XP- don't know). Google brought up this intersting post: http://www.merlyn.demon.co.uk/tz-in-nt.txt and this link to a/the program http://www.infotech.jyu.fi/software/utils/freeware/Microsoft/TimeZoneEditor/.
