I am in the market for a new DVD-ROM. I will be using the drive primarily for ripping purposes. At the same time I need a new CD-RW. Will the Lite On LTC-48161H perform as well and the LTD-166S?

Not likely,it's an older model.

Actually, it's newer.

It should perform just as well, but I don't have both of them to compare. I think that the 166S is slightly faster since I've heard of people getting close to 16x on single layer discs whereas I've only reached maybe 12 or so with the LTC-48161H. Maybe I just need a better single layer disc.

I have owned and used both, and they perform on par (w/ dual layer DVDs). But since I don't like mixing tasks, I gave the combo to my bro and kept the 166S.

I have both. The DVD error correction on the LTC-48161H is far superior to the 166S. I buy original DVDs from the UK (mostly British comedies), and they sometimes arrive with scratches. Rather than send them back for a replacement which is a real hassle, I just back them up. I found that the LTD-166S could not successfully backup some of my scratched discs. However, the LTC-48161H reads them perfectly!
