How could take off the worn and scratched label paper from your DVD Disc without damaging it?.

The label or the disc? Seriously, the first thing to do is make a backup copy before messing around with your data. And next time, don't put labels on DVD's.

The c't article on labels had a couple of remarks about removing labels from DVD's (forget about CD's- you'll remove the information layer).
- don't use a hair drier (thermal tension builds up)
- don't soak for hours in dish detergent (polycarbonate substrate takes up a lot of water- up to 3%)
- suggested "orange cleaner" (whatever that is) or a label remover (local brand: UHU).

water is especially bad on poorly bonded DVDRs... CD-Rs are MUCH more forgiving this way, since they aren't actually too "discs glued together".

Personally, I wouldn't even suggest attempting it if at all possible. The amount of work involved doesn't come close to being worth the cost of a single DVDR, even a pricey one!

And as was said, don't put labels on the DVDRs in the future.
