I noticed these were on sale at NCIX...small question though, a stupid one I think...what does silver top mean? Can I write on them? Any lines to guide writing?

It means they have a shiny silver top, with no branding or label on them. So no, there are no guide lines, but if you have a thermal CD/DVD printer you can use that. Or... if for some reason you don't care about your disc lasting too long, you can put a label on them without worrying about anything showing through from the disc top.
And yes, those Taiyo Yuden's at NCIX are real.

www.rima.com has them as well. I'd assume they were genuine. Check out the pricing.

taz,
I'd assume that if he's looking at ncix, then he's in Canada, and can't use Rima...
Also, NCIX has free UPS shipping today & tomorrow, which co-incides with the 2 free shipping days UPS is offering to Canadian Daily Pickup Customers due to the strike on Monday & Tuesday.
