What Software to use to capture TV signal on PC?

I was wondering if it's possible to capture a tv show from a video capture card on your PC.I know someone who wants to try it and doesn't know what software to use.He uses a Radeon 9700 all in wonder and it has that capture chip but doesn't know what software to use.Can this be done and and if so what software to try?

If you are using WinXP it includes a program, "Windows Movie Maker", which is very easy to use and I recommend it for n00bs. If you haven't yet upgrade it, there's a new version on microsft's website. Good Luck!

I use Cyberlink PowerVCR but the ATI MMC that comes with the ATI AIW videocard works too.
