Can I directly watch *.VOB files with PowerDVD?

Hi guys.I want to know if I can play the *.VOB files copied from a DVD directly in a player like PowerDVD?A friend of mine has a collection of some movies,but he says that the movies are first to be converted into MPEG or AVI format and then I can watch them.
So is there any chance so that I may play the files directly in any software?

Yes. just open the vob with the player

I checked the help file after I posted and found that PowerDVD plays the files copied.
Also which software should I use to convert the VOB files to MPEG?I would like to copy the DVD movie to play on a normal VCD player on a CD-R/W.

Well, you really aren't in the right place go to this site:

For VOb to vcd o svcd I use DVD2SVCD, you will find it in that website, plus all the other software necesary for this to be done. Please remember that there are copyright laws......
