do I need wmexe.exe? IE pages coming up very slow -need help

I just formatted my computer. I have Win 98 SE installed, 96 MB, 3GB hard drive. Since I've formatted it seems that it takes forever! for a page to come up in IE. I called my ISP tech support - he said that I needed to download a driver. In Sys. Info under Components under Modem I discovered that my wmexe.exe driver is not installed but the other modem drivers are. After doing some research it appears that I might not want to install the wmexe.exe driver - spyware issues. I need advice as to what to do. It did not take so long for the pages to come up before I recently formatted. My modem is 3Com Windows Modem T1. Thank You.

Google is your friend. This is entry 3 for wmexe.exe, your post is no. 5. This driver is required by 3Com modems.
