How can you tell by looking at the package if the Memorex CD-Rs are made by Taiyo Yuden?

The simplest and most reliable check is to look for "Made in Japan" on the label. If so, it is Taiyo Yuden. Also, check to see that it looks like the above picture (click for the larger version). Finally, read this thread for more tips on identifying spindles of CD-R before you buy:
