Best Mp3 Burning Software?

Whats the best mp3 burning software that allows you to arrange the order of the songs you want to play in?

how about decoing to wav in winamp (since nero cute of a few frames at end of mp3s) and then loading them in to nero and putting them in order you want?

i want to create an Mp3 cd, not an audio cd. i have about 46 mp3's and an audio cd cant hold them all.
