I am using Nero Burning Room 5.5.10.20 and LG 24x10x40 CD-RW GCE-8240B. I want to burn my VCD at write speed of 4X or 2X. However, it always starts burning at 8X (minimun speed). How can I lower the write speed ?

You can't. The slowest burning speed your drive supports for CD-R media is 8x. It is a hardware limitation, not a problem with Nero.
