Does low access times only help in reading?

Or does low accss times also help in writing cds?

If you are burning a traditional audio CD or ISO 9660 data CD, then access times have no significant effect on the overall performance of the drive. The reason for this is that data is written in one continuous, smooth spiral with no seeking from here to there on the disc.

It might have some effect for packet writing since during packet writing data may be written to different parts of the disc. But you are correct in thinking that the figures apply primarly to read performance.
