a dumb ? re: my power supply

i have an enermax 365w for my P4 2.4 (asus mobo)
well, there are 2 fans on the power supply and only one of em works.
the one on the back of the case has never turned on.
im guessin that once the cpu or psu hits a certain temp, then that bad boy kicks in.


also, is there a way in the bios to control any of the many fans i have??
(ive gone through everything in there and i just dont know)
