0.7 USD for 2x DVD-R does not seem very cheap and it's just Optodisc.

4x media prices are going to average in about US$0.5 per disc this winter partly due to more competition from Hong Kong, India, South Korea, and other countries.

With shipping it is exactly $1 per disk, not a very good deal, especially for only 2x media.
