It's very real (don't know about the pic itself, but the Geman Police does use the 911).
Untill a few years ago, the now discontinued "Rijkswacht" (Dutch Highway Patrol) also used the 911 Turbo. It was quite intimidating to see them in your rearview mirror. Too bad they are not in use anymore overhere.

BTW, How about this one for a high speed pursuit (German efficiency):

I saw this small car in person a few years ago.
The best part is that it is so short that it can be parked perpendicular to other parked cars, meaning it can fit in VERY tight spots.
Too bad it is a death trap.
