PAL (25fps) to NTSC 23.976fps: which software?

Greetings,

I have 2 British DVD's that I watch on my computer.
They're in PAL format.

Is there any software that can convert the VOB's from PAL to NTSC (23.976 fps) ?

I've tried to go to 29.97fps but the playback is jerky to say the least.

Nero can't do the 23.976.
I am messing with AVISynth, but a good script is eluding me. I could make it a uncompressed .avi and re-author the whole DVD.

Any other software ideas?

I think I've solved my own problem with TMPGEnc.

3:2 pull down seems to make the picture stable @ 23.976fps.

I just have to re-sync the audio. Which should not be that hard.
