What does PlexTools do?

I installed Windows last night, copied a folder from my Plex 716SA to my HDD and it was really quick. Today I formatted again, installed Windows and did the same. I noticed that it wasn't as quick as it was last night. After installing PlexTools it seems like it has sped up again. Does PlexTools do this?

are you sure you had DMA enabled?
