Today? Probably the Pioneer DVR-112/212 drives. If you can get the Plextor PX-760, that would be good too, but the ultimate would be a CD burner, the Plextor Premium II (unfortunately it is not available in the states).

The best CD-R burner among my drives is the NEC AD-7170A.

There's a high death rate among this series of drives in my experience however; I've had two AD-7173A dead on arrival and one AD-7173A dead after a few months of light use. The AD-7170A is the only survivor.

Note: The AD-7173A and AD-7170A have identical hardware, but the firmware in the 7173 supports Labelflash.
Pioneer DVR-112L, LiteOn SHM-165P6S, Pioneer DVR-111L, BenQ DW1655, Plextor PX-760A
LiteOn LH-20A1P, Optiarc AD-7203A, Matshita UJ-840S, Sony RDR-HX910, Sony RDR-HX750

The Premium II has limited availability in the US. You can order directly from Plextor but you have to contact them via email and express the interest. There is a seller on ebay who has 10 available, and at least one web shop that has them: www.saitekinc.com

As much as I like optical drives, I have a hard time spending $130 on a CD-RW.
