The proof of the pudding is in the eating.
We can't say much from factory specifications and datasheets. Drive has to be tested and used first. What I can see already is that it won't read dvd-ram.

Even when we Know all there is to know, it can never be the "best choice" for everyone. It much depends what one will be using it for.

Lite-On 165H and 166S conform to the DVD-Multi standard, which includes DVD-RAM among the various supported formats:

DVD-Video
DVD-ROM
DVD-Audio
DVD-R
DVD-RW
DVD-RAM
DVD-Video Recording

(Note that this is not an exhaustive list of 165H/166S supported formats - they also support DVD+RW, CD digital audio, CD-ROM, CD-R, CD-RW, etc.)

I haven't personally tried a DVD-RAM disc, however.

the official DVD-Multi© Standard minimum definition =
"DVD Multi Drive is capable of reading DVD-ROM, DVD-R, DVD-RW and DVD-RAM media"

but of course it matters only to people who need dvd-ram support, which brings me back to my point: There ain't such thing as "Best choice" for everyone.

TEAC DV-516E is exactly the same as Pioneer's 117 model. This doesn't mean it's a bad drive, but I'm sure it doesn't meet the quality of Teac's "home made" products.
