The GCE-8400B refers to a LG 40x12x40 CD-RW drive.
I would check out the compatability chart for the best media for your drive. Check it out here:

As for the best media, Taiyo Yuden is always good. I would suggest going to the hot deals section of the forum to look for good deals on CD Media. If you can find any CD media for under $.10 each, then you know its a good price. I would stay away from those silver/silver generic CD's as they can be really poor quality and might start to flake after awhile.

Also check out this thread regarding good media.

I have found that this drive is quite picky about media to burn @ 40x. I am using 1.03 firmware.

Plasmon (32x max)
Princo (32x max)
Prodisc (32x max)
Postech (20x)
TY (40x)

Recently, I bought some cheap 100 pcs for $28CAD, the dye is from Plasmon. Thought it was going to burn faster, but it didn't :o

I would check out online retailers like Best Buy, Circuit City, Officemax, and etc. since they have good deals every week.

However, if your not in the U.S., then I guess your only choice is online stores that ship worldwide.
