Yes, that is legitimate in general (although I can't speak for the store itself, never having shopped there. You might to check with
www.resellerratings.com and other such sites to see if this store has a good reputation.)
However, keep in mind that they are selling dual-
sided media. You can use it, but you will have to manually flip it over midway through your burns and viewing. It won't be like the pre-recorded DVDs you buy that let you watch a movie the whole way through without getting out of your chair. So, operationally, one dual-sided 9.4 GByte disc isn't any different then two 4.7 GByte discs. At best it simply saves you some physical storage space.
Personally, I would probably recommend using regular 4.7 GByte DVD-recordable media. They give you one side on which to label your DVD discs, unlike these dual-sided discs.
