Is the Iomega 52x CDRW the same as the Lite-On 52x CDRW?

The specs are identical, and the physical features are identical.

Is it just a rebadged Lite-On?

I'm pretty sure it is a Lite-On. Looks the same physically and even uses SmartBurn technology.
