Thanks to Ahead I was able to make a DVD -> DVD conversion with no loss of quality! No problems with Audio/Video synch at all either !
I had previously been messing about with TMPGEnc & AVSynth..but it was taking 24 hours to make an mpeg
...then I was having audio/video synch issues after the video was encoded. The resulting video was watchable, but no where as good as the Nero produced product.
NeroVision Express did all of this 'transcoding' in about 5 hours!
That's with a P3 1 ghz too.
I'm not easily impressed, but damn, Nero just keeps getting better & better!

The DVD's I bought will never be released in North America. They are uniquely English
if I can get my computer to take screen shots again, I'll make a webpage on how to do it.
I assume it will work in reverse: NTSC -> PAL.
I should point out that: my source PAL discs were not encrypted, and were not region coded. I didn't have any CSS to break. Only the PAL video format.
