Hmm, your right, it does default to PAL. I don't have my Cannon Digital Camcorder on me, as I'm curious of it would default to NTSC format if it detects a Camcorder that supports NTSC.
Either way, I consider this a bug and have created a bug entry for it and requested if there it's possible to set this up in custom, and if so, what compression to use. But to be honest I don't think it will be a feature in Custom settings.
I'll get back to you once I have a response from our Engineers in Germany. Should only be a day or two, but I will be at the NAB show in Vegas from this Monday to Thursday, so you may not here from me till Friday. As the response will come over our Task Tracker Database and I can not access this while on the road.
