As for who and when they are getting into Dual Layer, let's take a look:
Verbatim/MKM -> They Pioneer'd the format, currently selling
RiData/Ritek -> Currently selling
Ricoh -> Currently selling (OEM product through Ritek)
Optodisc -> No plans to begin selling dual layer at this time
Prodisc -> Production has begun last I heard (I think)
Maxell -> Currently OEM'ing through MKM and Ricoh
Taiyo Yuden -> Rumours of beginning production of DVD-RDL
Lead Data -> Unlikely to make dual layer any time soon
CMC -> Currently producing and selling Dual layer
Moser Baer -> No word yet (that I know of)
Princo -> Not even sure they CAN produce dual layer
Nanya -> Going out of business!
Daxon -> No word yet
